Join US Army Corps of Engineers presenting Water Control 101 on Wednesday July 7th at the Whole Hog BBQ in Fayetteville Bentonville. Presenters will be District Engineer-District Commander Col. Noe and Chief of Hydrology and Hydraulics Mr. Michael Biggs.  Mr. Craig Pierce, Deputy for Programs and Project Management, will also be in attendance.

Col. Noe assumed duties as District Engineer and Commander of the U.S. Army Corps of Engineers Little Rock District on July 9, 2019. Colonel Noe received his commission from the United States Military Academy at West Point, New York in 1996 with a Bachelor’s degree in Environmental Engineering. He also holds Master’s degrees from the Missouri University of Science and Technology, Rolla, Missouri in Engineering Management and from the Dwight D. Eisenhower School for National Security and Resource Strategy, Washington D.C. in National Resource Strategy. He is also a certified Project Management Professional.  Colonel Noe is a graduate of the Engineer Officer Basic and Advanced courses, Combined Arms Services Staff School, and Army Command and General Staff College.  Colonel Noe is a lifetime member of the Association of the United States Army, the Army Engineer Association, the American Overseas Memorial Day Association, and the Industrial College of the Armed Forces and Eisenhower School.  He is also a member of the Society of American Military Engineers, Project Management Institute, Veterans of Foreign Wars, American Legion, and the West Point Association of Graduates.  For Col. Mr. Michael Biggs is currently serving as the Chief of Hydraulics & Technical Services Branch of the Little Rock District.  He graduated from Louisiana Tech University in 1987 with a B.S. in Civil Engineering.  He began his career with USACE in the Hydraulic Design Section and has since worked as the Arkansas River regulator and the regulator for Nimrod, Blue Mountain, and Clearwater Lakes.  In 2001 Mr. Briggs became a Study Manager for the Planning, Environmental and Regulatory Division, and then moved to Programs & Project Management Division.  After returning to Reservoir Control in 2010, he participated in the record floods of 2011 and 2015.  He became Chief of Hydraulics and Technical Services Branch in 2016 while participating in historical floods in 2017 and 219.  As Chief, he has the responsibility for executing the district's water management mission for the Arkansas, White, and Little River basins.  The district has 5 multipurpose dams, 7 flood control only dams, 14 lock and dams on the McClellan-Kerr Arkansas River Navigation System.  The mission includes flood damage reduction, navigation, hydropower, water supply, fish and wildlife, and recreation.  Michael is a registered Professional Engineer in the State of Arkansas, a registered Project Manager, and a Certified Floodplain Manager.

Mr. Craig Pierce serves as the Deputy for Programs and Project Management and Chief, Programs and Project Management Division for the Little Rock District, U.S. Army Corps of Engineers (USACE).  He began this assignment in May 2018.  In this position, Craig is responsible for staff leadership and oversight of the District’s Civil Works, Military, and Interagency and International Support programs.  Prior to joining USACE in 2004, Mr. Pierce was as a Project Manager and Senior Engineer at an engineering firm in Little Rock.  He also served as an active-duty Air Force Biomedical Science Corps officer for 10 years.  He retired as a Colonel in January 2017 with over 26 years of military service.  Mr. Pierce holds a Bachelor of Science in Civil Engineering from the U.S. Air Force Academy and a Master of Science degree in Environmental Engineering from the Georgia Institute of Technology.  He is a registered Professional Engineer in Arkansas and Texas and is a certified Project Management Professional.  He is also a member of the Society of American Military Engineers and the American Society of Civil Engineers.  For Mr. Pierce's full bio click here.
